My guess is its some paid subscription, in which these '+' members get some advantages, like having control over their user name and signature, maybe more personal preferences, more advantages. I don't think this paid subscription will have anything to do with warning points, because the board would just go out of control without the danger of a threat.
Another guess would be a social networking program, like the 'Google+' feature.
