Honestly, its seems like most of these publications just include Gaga in their lists for the sake of inclusion.
And let's be honest, that dress did not seduce anybody.

That Nicole Kidman dress. I remember the insane amount of coverage it got. She's the first major celeb who wore Prada to a major event.
This isn't EW's opinion though. This is according to the new book by InStyle's fashion director. They just gave the book (major) promo.
