To me, using a gif and only a gif to illustrate your point is a lazy way to get your point across. If you use that gif before or after your opinion to strengthen and emphasize your point, that's when a gif can be most effective. Posting a gif by itself screams, "I cannot speak for myself and have to let a celebrity speak my thoughts for me." That's just my opinion, though.

The problem with using gifs properly is that there are a lot of people on ATRL that want to be popular, and one way that newer members attempt to be popular is to use gifs that are being used by the "cool kids" on ATRL. That's how most of the most popular gifs get overused quickly and often, as it's perceived to be a quick way to become popular.
