I think it's that radio is just so used to her releasing her dance singles, Criminal is such a big change of pace for her. It's her first non dance single in 8 years. I feel like it's just gonna take a while to take off, so i'm okay with these updates for now, the video isn't even out yet either. If it flops, at least she flopped with a risky single choice.
