Because he is a singles artist. Katy is also a singles artist, but her singles are exponentially more successful than Chris' singles from Exclusive. Of course a more successful singles artist would go 2x platinum faster than a lesser singles artist, because the hype is bigger.

Note that none of the artists you've mentioned are of the magnitude of Katy Perry. She has immense fame and all of her singles smash in the US, but it takes a year for the album that spawned the hit singles to go 2x platinum.
I'm just saying, if you get 5 number ones from one album, your singles spend an entire year on the Billboard Hot 100 top 10, yet your album takes more than a year to sell 2,000,000 albums, I'm going to consider you a singles artists. It's all very relative. Personally I think being able to go 2x platinum as a singles artist is a huge compliment, but calling her an albums artist is kind of a stretch. It's not a bad thing at all, though; Katy is great.
