That is not cellulite. That believe it or not, is what most arses look like no matter how big, small or shapely - they only look completely smooth sometimes or after certain beauty treatments, tons of oil or digital alterations for tv. Unless you're talking about her legs, in that case, it's even less visible. Butt cheeks are completely full of fat with little muscle and hold themselves rather then relying on bones etc, so unless you work out all the time and tone up those muscles, and even then as many athletes have said, they're not always smooth but will be more of the time.
