Lots of deaf people can talk, they just can't hear what they're saying to pronounce things precisely.
I think they learn how to speak by feeling vibrations (placing hand on throat, etc), and lip reading.
I'm not entirely sure though.

Saw this a few days ago on a different site. Somebody found this girl's blog & she said that she wasn't crying from happiness, but because the sound she was hearing was so horrible and she was expecting it to be different
