I don't know about copycat but she certainly knows hoe to jump on a trend.
They are really different entertainers. Katy likes to go for the pin-up fun girl Gaga is the dark, mysterious entertainer.

To be honest, everyone has stepped up their game up since Gaga arrived on the scene.
It's just that some girls are able to still keep a unique style (like Bey, Brit and Rih for example), while others not so much.
