Both are acclaimed. But I'd say that CIL has the advantage because it is THE summer song of the last decade. From the beginning of the 00's til the end it was a staple. It also launched her solo career.
Umbrella is remembered for the hook and the image change. It was also THE song of 07. And was one of the best composed pop songs of the last decade.

That besides CIL was not really an original song in that the bassline was ripped off from another tune.
Umbrella was completely fresh, new and original. To date many stars have included Umbrella in their repertoirs such as India Arie, Fantasia among others. I doubt many have covered CIL in love because it was just a song for that moment and Bey found success with it because she was reaping the benefits of being the lead singer of DC.
