It's not like a 9-12 year old kid is stopping because someone not (well highly unlikely) emotionally attched is taking direct contact. They can't outlaw bullying either because it's so broad and it's not able to be stopped.
Can someone just give me some insight on hos this is preventing anything?

Also I think she shoul've wore sometihng casual than a whole bigass getup, for something serious as this.
Her clothes are not being seriously taken, everybody just think it's laughable whatever she wears. So a casual normal black dress would've been good. not a possibe scarecrow outfit.
