If Gaga wanted to make Trance, Trip Hop, or any other Electronic genre like Madonna, Bjork, etc she should find one of their producers or someone with a good name.

However, the idea of Gaga making an album of 90s Electronic(Trance, Trip Hop, Tradit. House, Ambient, etc) wouldn't work because:
1) It's no longer popular
2) It's been done to death
Edit: Yes! Zomby sounds nice. His music almost sounds like 90s breakcore/jungle mixed with dub(dub has been around since the 70s). If she works with him on a dark dubstep album(not ****** brostep), since Dubstep is gaining pop. she'd make a trend of Dub pop becoming official
