Amaru, The Fame Monster was Gaga's sophomore era, not this one. You can't use the sales of essentially two albums rolled in together (14m) as a reasonable benchmark for success for any follow-up. TF would have sold like 6-7m on its own. BTW will see less of a decline from the second era than most of those early decade pop acts' third albums.
She had The Fame monster ep aswell that year...I think she sold something like 2.3m albums in the US in 2010...and this year she going's to have sold what 2.1/2 (I predict) of BTW and then The Fame monster is still selling. Even without the Fame monster still selling she's still only just behind what she sold with an album and an EP in 2010 (for the whole year) with Born this way (7 months). She's doing great.
Even if OIDIA sold a million or two less than BOMT (24 to 22 million), it still most certainly kept the momentum from the first album into the second. Something BTW has not been able to do after being afforded the same level of exposure (if not more) Britney had during her second era. Now, I am by no means a Britney fan, I am only using her sales as a benchmark.
Moreover, I dont know where you're getting that TFM felt to many as GaGa's sophomore when GaGa herself announced it as an extension of TF and was even bundled with TF as one album. Moreover, TF had 4 international singles (LoveGame, Paparazzi, Just Dance, Pokerface) and TFM has 3 (BR, Ale, Telephone). In total 7 singles, similar to the proposed number of singles to BTW. So it is completely logical to compare both albums.
Even if GaGa reaches 6 million by the end of the year (possible with the release of another single seeing as how Y&I is already slowing down), what makes you think there will be any radio friendly singles left to release next year?
Ultimately we won't be able to say how much less/or more successful this album has been in comparison to TFM until a year and a half from now, but if current sales are any indication of the future success of this album then it is obvious she has lost momentum despite the gargantuan level of exposure she has been afforded.

It's not the figure I posted is the Fame Monster deluxe re-release's sales. The Fame monster EP's US sales are around 1.5m ish in total so it would hardly have sold that much in just 2010.

Yes but you also can't treat TFM as a completely different album, b/c outside of the US, it was attached to TF, which resulted in many people who already owned TF not to buy TFM. Had TFM truly been treated as a second, separate album, its WW sales would be much higher than they are now.
