Technically speaking, Mary J Blige and Method Man would be the ones responsible for this, if we're talking rappers collaborating with female singers. Mariah would be the one responsible for rap & pop coming together. Mariah's **** was always on point, tho.

Mary wasn't a pop singer, though. I think that's the difference. I think he's referring to these rappers collaborating with these suburban pop girls to get a hit. "You're All I Need" was a "hood classic" and wasn't an attempt to get a quick hit.
Even Mariah had some street cred.
