What's your definition of "impact"? IMO, Bad Romance is the only video that has made an impact. She doesn't need to make an impact anymore. Her name is already known by millions.

Poker Face, Paparazzi, Bad Romance, and Telephone had some sort of impact. Gaga raised the standards for modern day pop videos, but that doesn't mean she has to aim low. Gaga does not have to beat Bad Romance anytime soon, but I mean she is not even close. You and I seems like the closest, and I hope it isn't forgettable. Anyhow, the point is Gaga could be doing a lot better.

And.. again... most of her fans dislike Alejandro and Telephone and these 2 videos have been directed by PROFESSIONAL DIRECTORS. Oopsie.

I really don't understand why people say videos this era had less "impact". Talkin' bout views, both "Judas" (100M+) and "Born This Way" (76M), and probably "You And I" (22M in less than one month), are going to reach very good numbers by the end of the era, comparable to those the TF(M) era (excluding "Bad Romance", which is an obvious exception), while "The Edge Of Glory" will have a decent number too (around 50M-60M, probably).

Talkin' about "pop culture" impact, if we exclude again "Bad Romance", we can't really say "BTW" or "Judas" didn't have a relevant impact... and "Y&I" video had very great reviews and will probably be remembered as well.
