I mean, I remember watching the countdown, I remember all the celebs coming on and performing, I remember Carson Daly, but I don't remember what a retired video is.

Back when MTV actually used to concern itself with music, it was a music video countdown with Carson Daly as the host.
It was a popular music countdown show that aired on MTV from 1998-2008. I was obsessed with it. Other countries had their own TRL too.

I can't at them not answering you already.
If a video was on the countdown for a long enough amount of time, it would be retired so that it could no longer be eligible for the countdown. This was, of course, to allow for other videos to make the countdown and have the chance to reach the highest parts of it.
