You're right. The cover was only for international markets, the US single cover for SB was different.
But they really should not recycle it. Not that single cover means much, but Fly deserves a better cover IMO, and not because Rihanna is on it, but because of the song itself and it's beautiful nature.

"Super Bass" cover
The last single to actually have a cover art from "Pink Friday" was "Right Thru Me".. YMCMB doesn't release singles to iTunes once the album is out.
