Diseases can't be traced in their very early infections. The beginning of detectable periods also vary.
What is being argued in the article is 12 months is far too long. And it's impossible to prove who has had sex and who hasn't. Not to mention that it's very rare to find someone who hasn't had sex for a year. Furthermore, heterosexual individuals still do have, if not more, significant risk of infections.
The point is this 12-month thing is based on discriminating mentality, whether they know themselves that they are discriminating or not.
