Yes, but as a good parent, she should keep her away from things. Who knows what could happen to her years later? Prostitute/Stripper? Meet new friends that introduce her to drugs and smoking? Have many kids at 16 and teach them the same things?
This mother really needs help if that is what she wants her daughter to be like.
