I'm sure it's off-putting to the audience who enjoys TEOG and Y&I. But I still think it's better than something unnecessarily "gay," which is the direction I felt like the album cover was headed in the months leading up to the album release.
I was shocked by it and horrified for like two days. Then, I saw the album art on my phone and fell in love with it, moreso than the past covers. The Born This Way single artwork is outstanding as well.
As another note, after listening to the album many times, I don't think the cover could be anything other than black-and-white. It just wouldn't seem right any other way. I remember when she described it early on and something that explored what kept us up and night and was like bad kids going to church, having fun on a high level. I feel like it needs to be in that crazy, almost corny black-and-white.
