I've seen labels do both. If I'm not mistaken, wasn't Katy's label predicting 700k? Usually when you see early predictions like these, it's the label's expectations. You won't see a true industry projections (Billboard, HITS) until the week of release.

Kanye/Jay label predicted 400K and it sold 436K so sometimes they have an idea.

HDD reported that "the industry" thought Katy could beat Eminem's 750K debut.
BTW was predicted (again, by "the industry) to do 700K...then when Judas happened those were lowered to "at least 400K."
