They didn't really ban these songs. Born This Way has just been released over there and only Government Hooker was censored. This is a copyright issue. China doesn't have state laws against internet piracy, therefore they publish a blacklist every once in a while to protect copyright. They can't be legally listened to online, but they can be legally purchased in stores.

Avril was banned too!
and she has even perform there tons of times!
