It's just because they've had so many different rules and specifications over the years, that I guess even they don't know the 'up to date' system anymore.
It used to be something like 'a repackaged album can only be combined with the original if 80% of the material is the same' but obviously that's not the case anymore if GaGa's album got combined in 2009. Everything re-released after a certain point in 2008 got combined, but everything from before that date was left separated until Back To Black. The week she died they were still separated in the midweek charts, but by the Sunday they'd changed it.
But B'Day has been floating around the bottom of the top 200 every now and then since her Glastonbury performance, and it doesn't seem to have been combined.
Maybe it would have to appear on the 'Official' charts and reach the top 75 for them to consider updating it. I can't imagine them going back through all the countless repackaged albums and amending sales. Obviously Amy going back to #1 was enough reason for them to do it.
