The captions, in conjunction with the image, are what gives it racist implications (intentional or not). It seems to equate having an afro with being unruly and unkempt. You can't really blame people for taking offense at that. I really don't understand how the ad execs at Nivea failed to see the landmine that they were stepping in with this ad.

You can, but doing that doesn't make you physically attractive, and thats what Nivia is all about

The afro isn't the bad part. It's the use of the words like "re-civilize yourself" and "Look like you give a damn" with the picture is what gives of the racist vibe.
But then again, if it were a hippie instead of the black model there would be nothing wrong with it. I think it's just the use of the black model that makes it look racist.

No. It is looting. They're two completely different authors and news agencies. If they were from the same author, then yeah I could see it being somewhat racist. But it's just a word that was chosen. It's not racist.
