I don't know about that... Typically when they're that, MTV specifically announces them as such. I think they might be getting a regular performance spot... But who knows with MTV??

Eh, not necessarily. Muse also performed at the 2009 VMAs with no nominations as a sort of 'introduction' to MTV's audience. Same with The Polyphonic Spree in 2004.
OK Go also didn't have any nods in 2006, but their performance was sort of warranted by the buzz created by their clip. And The Killers (2006) and Kid Rock (2008) performed without having any nods either (though they're established artists, so I guess they didn't really need one).
Anyway, those were some of the more current examples I could find... In the end, there seem to be three reasons to perform at the VMAs: (1) You're nominated, (2) You're promoting something [including yourself as a new act], (3) You bring in ratings.
