I don't think so. I remember she said that her record label wanted her to wear crazy outfits so the media would pay attention to her because they thought she wasn't attractive.

To be honest, no, because if you had a choice to either be popular or smart, then I would choose smart, because being popular doesn't really count towards your success in life. Basically, if you WANT to be popular, wear better clothing and wear something nice once in a while, and maybe tons of people will like you. But to Gaga, its just the clothing that's really making her stand in the crowd, instead of being out of it.

But,

Outfits dont sell a song, and they don't sell albums. Her costumes are what catches someones attention. Her music is the selling factor. If you're in a room full of hungry, starved people, a good way to get fed first or at all is to cause a scene/get noticed.
