I think if taylor swift can make it on the list with no #1s then Gaga should be on here too but it looks like billboard tried to keep popstars off the list and opt for their co-producers/writers (akon, max martin, dr luke)

it's actually been discussed what exactly Beyonce mainly contributes to get her writing credits.(vocal production, vocal and musical arrangements, etc.)

Right. And what most people can't seem to grasp is that she won that award in 2001 for her work on Survivor. Where she was writing pretty much EVERYTHING herself - producers would just send her a track with a beat and she would write all the lyrics and compose all the vocals.
