It has about 30 (something like that) exclusive (older) Pokemon that you can't get in Black. And that's on top of the other Pokemon you can't get in Black.
Black has ONE extra city, lol. It's not a regular city either. Just like the White Forest in White isn't a regular town... those are purely for catching Pokémon from previous generations, and they don't have any impact on the storyline. I, personally, went with Pokémon White because I think Zekrom is a lot cooler... :] But, ultimately, I think you should go with whatever legendary you prefer, because that's what the story leads up to.
Black has Black City, while White has White Forest.
