To answer your question the label needs to pay for the certification.

For example Eminem's album The Marshall Mathers LP sold over 10 million copies almost a decade ago but it wasn't until this year that his label finally decided to pay for the Diamond certification.

Can anybody tell me the differences between an album which has sold 1m copies and was certificated Platinum and an album which has sold 1m copies and wasn't certificated platinum?

This is her best album! I don't get it why it was a flop! Circus was soooooooooo inferior. Britney at her best in this album. Amazing hooks,amazing feel and for once a Britney album that I don't have to skip some tracks.
