My argument says that two companies trying to sell music cut a deal to do so.
Which one of the two is more likely?

Listen, put your hate aside and be realistic. Interscope can not
force Amazon to sell the album for $1. Amazon are losing money by that,
they are doing it to get more customers. So, if Amazon didn't want to do that, they wouldn't.
Billboard and other sources said that Amazon is the reason of this discount, not Interscope.

Loud : 207,000 copies
+ Teenage Dream : 192,000 copies
+ Femme Fatale : 276,000 copies
+ Cannibal : 76,000 copies
+ Bionic : 110,000 copies
= 861k
And with BTW's prediction to out-sell all of those combined, it will be
very laughable indeed.
