Yes, because the general public is her fanbase.
I like GaGa, but she always goes the safe route. Her lyrics could be "threatening," but as long as she has that dance beat, she's fine. If it were a ballad, then we wouldn't have much of an argument. She and her label know the public eats up almost anything with a dance beat.
