No.

This made her rely on the hair whips, body, and revealing clothing to make up for rather weak dancing/choreography as well as an inability to sing live

Britney had amazing choreography especially during 2001-2004. But yes it's fairly obvious that Britney's image was the strongest thing about her as a pop force, and still is. It wasn't just huge for Britney, it also helped all her clones who used her same image to try and find success. She was the essential prototype for music labels everywhere. Britney's image fed thousands of other artists careers and still is for the most part. Including her own. She changed the face of the industry by becoming a hugely successful female teen pop idol, and things haven't been the same since.

but that's not to say she'd be nothing if all she had was her music. She'd be a star either way.

Couldn't disagree more. The reason Gaga is Gaga is because of her image and odd dress. Take those away and you just have a typical pop star. It's not a bad thing, but to say things would be the same if she was just a girl in a t-shirt, well you would just be wrong.
