If this does have something to do with Gaga, I think that he would have been told by a fellow producer or songwriter. As others have said, he never said "artists I've worked with", so it could be anyone, really. And it isn't too farfetched that he would be close to alot of other huge producers. Maybe they were having a chat about it or something? Who knows. We'll have to wait and see.

True. Maybe Perez's tweets are to throw us off. If he knows whether or not it's Gaga, all of the Gaga tweets could be his way of trying to make us think that he knows it is Gaga, when in reality, it could be somebody completely different. If he knows for sure it isn't Gaga, then I don't think he'd be too scared to tweet her lyrics.

I'm thinking this has to be April Vinyard. Considering the fact that Perez is giddy with excitement and so insistent that Luke reveal the target of his jab, it would make sense for the person in question to be someone Perez hates, like April.

Nope. If I remember correctly, she has one co-writing credit on a bonus track, but she shares it with several others. Plus I don't think it would be her, seeing as FF isn't out yet and if he was going around saying Britney stole the credit, it could hurt her sales. And Luke was an executive producer, so I don't think he'd want that.
