Perhaps the problem with her and her label is that they know the hardcore fans will buy the album, singles, videos, and merch regardless of promo and the cost of promo will probably be more than what they'd make from the more casual fans so they don't even bother?

Both you and RainMan are right, I just don't see the point - and I'm not talking specifically to either of you - on trashing her for her decision to not promote her albums as she used to 7 years ago, and that's what some "fans" have been doing. :-/
In the end of the day, everybody has a point of view and is entitled to it, but on what concerns the matter of Britney not doing hard-core promotion you just have to think: "is it enough for me? Am I happy with getting a couple of appearances/performances, a good/great album and a tour?". Britney is a established artist, she's earned the right to decide her steps, so it's up to us to embrace that or not. End of story.
However, nothing changes the fact that Jive has been doing a crappy job. They don't actually need Britney herself to advertise the album and single, and they barely started doing that now, almost two months after a new single was released. It annoys me they rely on the fans to do the promo for them, but that's another issue and not her fault - When it comes to Britney "being out there", I've come to peace that this is it and will be glad with whatever extra she decides to do - in other words, I'm not expecting more than we've been getting, so I won't be disappointed or freak out like many people are.
