So few and far between because there were better nominees. Maybe you're biased here; you're Black (I'm thinking) and you obviously feel that some of these films deserve recognition.
Now I've only watched Waiting to Exhale in that list of films you mentioned. The 1995 film was eligible for the 1996 Oscar's.
* Braveheart
o Apollo 13
o Babe
o Il Postino
o Sense and Sensibility
Those were the nominees for the 1996 Oscar for Best Picture. Really? You think Waiting to Exhale was better than Sense and Sensibility?
And what about Best Actress?
* Susan Sarandon – Dead Man Walking
o Emma Thompson – Sense and Sensibility
o Elisabeth Shue – Leaving Las Vegas
o Sharon Stone – Casino
o Meryl Streep – The Bridges of Madison County
There was no place for Whitney Houston or Angela in there - the other actresses were far better. So you see, from an unbiased point of view (I'm neither Black nor White), I truly feel that it wasn't snubbed. It did receive critical acclaim but compared to other 1995 films, it just wasn't as Oscar worthy.

And yes, For Colored Girls did deserve some sort of recognition. For Janet, hell no. But some of the greatest Black actresses of all time were in that movie. Kimberly Elise, Anika Noni Rose, and Thandie Newton delivered amazing performances. It at the very least deserved a nomination for Best Adapted Screenplay, IMO. Some of the nominees weren't even actual screenplays.

Really? Best Adapted Screenplay? Gosh, that screenplay was horrendous. It was weaving here, weaving there, it had no flow, nothing.
