But even that doesn't particularly make sense.

How can the sign not make sense? It's zoning in on the staggeringly high abortion rates from African Americans. It's simple to understand.

I'm anti-abortion. I think people who resort to such medical degradation isn't worth of character respect for their irresponsible demeanor. It's basically: 'yeah let's bang and abort, so go!'
