It's because Oricon, the official Japanese chart, only counts physical sales. It's stupid considering the digital sales there are much larger than the physical sales. Moreover, iTunes is basically irrelevant in Japan anyways, it doesn't sell that much compared to the other vendors like Recochoku (biggest digital distributor). American artists almost never chart there with small exceptions like "What The Hell" a while ago and "Born This Way" now
