So the Billboard Awards are a day before the album comes out and she will be nominated for sure.
I think it's 100 % that she will attend and possibly perform too.

Let's say she did, would she be the first person ever to debut at #1 consecutively?
That would depend if BTW went #1 b/c of the way she did it, b/c it's "Gaga," or b/c she's been shouting about it for the past 6-7 months.
It would be silly to assume a tracks charting position without hearing or knowing it's début timing.
