Nicola Formichetti tweeted the lyrics, but I think they're meant to be German-sounding gibberish, considering they can't be properly translated.

Although, I don't know how close to the project he was, his is a name I see here and there in Gaga news, but I don't follow close enough to know exactly who he is.
