Well, there are different tiers of singers, not everyone is on the same level, but there are multiple levels... so the lessors depend on who you're using as the base tier.

Despite how some people feel about Rihanna, I think she definitely deserves a place here. She's done quite well in her career. If not on the same tier as Bey, GaGa, and Brit, Rihanna would be just below them with a slew of other singers like Katy Perry, etc. But that's only where pop singers are concerned.
For example, people like Adele are in a league of their own. Then there are legends like Mary J Blige, Sade, Amy Winehouse that stand quite well on their own too. Sure, Amy has been absent for a while because of her personal problems, but all the work she's done has garnered critical acclaim.
Overall, the music industry is a many-layered, ever-changing and evolving platform. A lessor today may be a legend tomorrow....
