Maybe it didn't sell enough in the eligibility period to be nominated. We don't know for sure. Maybe they are different rules for British albums and International Albums.

No. I liked both, but Im In-Love with LOUD!
But, if you had to predict the nominations for International Album, I can hands say that everyone would say that loud would be on that list.

Unlikely. The shows on the 15th Feb. Lady GaGa is supposingly debuting the song at the Grammys. (which is later on in the month than the brits I think).

It's shortly (2 days) after her release, so I'm not sure she would have time to prepare in the UK.
She may, but considering she's doing The Grammys, I doubt it.
I think her UK performance will be on an interview basis.
