That doesn't imply that it will be the first single. There could be better/more commercial songs on the album. It's generally acknowledged that Poker Face is better than Just Dance, and it was the 2nd single off The Fame. We'll just have to wait and see.

I don't know how she plans on promoting it since she's on tour. It's the one thing I have to point out: the absurd extension of the Monster Ball throughout 2011. Unless they revamp it, it's just silly. She could use that time to focus on the Born This Way videos and promotion instead of doing the same show over and over again. She probably regrets booking those dates. They make absolutely no sense.

Oh, Bad Kids will definitely be a track as well.

That means her song is used in the background at a tv show. Or that she wrote something for in it.
