Every modern female pop star (including Britney) uses the Madonna model in some form.

Gaga has never denied being inspired by Madonna in somes way, and has praised her and acknowledged her influence (along with several other legendary artists) on several occasions.

A huge reason why they are compared a lot is that they are both female and outspoken. Personally, I see much more of the influences of David Bowie/Elton John/ Freddie Mercury in both her public persona and live performances.
