I am so glad she won, don't get me wrong, but how? What is it based on if she didn't top the Top Hot 100, Top Billboard 200, etc?
If this starts in December, she sold over 3M albums in the US alone in that time period.
I also don't think they care that much about positions as they do about longevity and sales - Bad Romance behaved like a big, smash #1 hit both on radio and iTunes.
She had the album sales, the singles sales, the tour sales.

It's based off the combination of the Hot 100 and Billboard 200, so she wasn't #1 on either, but she had a better combination than, say, Ke$ha, who is further behind on the Billboard 200, and SuBo, who is nonexistent on the Hot 100.
