well the way that billboard does it is that their year starts in the middle of november until next november and No One came out like in Sep-Oct so it was technically a 2008 hit for them, also No One was a huge radio hit, peaking at #1 in radio in 2008.

"Circus" fell under the 2009 chart period and was ranked at #27 in the year-end chart. "No One" premiered in September 2007 and also charted twice: #76 in 2007 and #3 in 2008 (where most of its chart run and all of its weeks at #1 fell).
