Well, "I Got U" was kind of a midtempo....she could totally do it, but she would have to really focus on her vocal control and delivery. She can come off as stuffy when singing, to do an uptempo you have to be a little more loose.
The ballads simply don't work for her anymore, she and her label need to think outside the box.
They need to release something up-tempo if they want a hit, cause ballads flop hard today unless you're an established artist and she is not one.
"Outta My Head" could have saved "Echo", but it's too late cause it would have flopped if they had released it now. I think a re-release with "Scene Of The Crime" as the lead single could work and help her come as close as she can to becoming semi-relevant like she once was.

It is possibly my favourite song from Leona ever, if it was the lead single of Echo, the era would have been a lot different

And Leona and uptempo go together perfectly. One of the two pre-XF albums she wrote 'Best Kept Secret' was all uptempo and some of her best songs have been uptempo, e.g. Scene Of The Crime, Perfect Stranger, Outta My Head, Naked, Can't Fight It, Pulse, Danger Made Me..
