Last year they had about 40 nominated videos (not counting the "Best Video (That Should Have Won a Moonman" nominees), and that was only because there were TEN nominees for Breakthrough Video (9 of which did not get any other nominations and are technically thus outliers). That means that, including the Breakthrough nominees, it was 1.9 nods per video (pretty close to this year); and excluding them (since they're technically outliers here) it would be closer to 2.3 nods per video.
If you ask me, then, it actually seems as if the nominations were more diverse this year, even if Gaga got 13 nominations and was a double nominee in a few categories. Last year it was Beyoncé and Gaga in nearly every category they were eligible for. Britney, Coldplay, Eminem, Green Day, and Kanye were also multiple nominees. In fact, the technical categories had the same artists OVER and OVER again (plus an occasional random nominee in some of them)! Looking only at the tech awards this year, the only ones that show up constantly are Gaga and Eminem, and their videos kinda deserved it, while the general categories are varied, too, mainly because of two returning categories.
I agree it was too much Gaga this year (though I say that mainly for "Video Phone" and some nods for Telephone), but I don't think it was as bad as people say... There are always gonna be years where someone deserves to get most of the VMA love (ex: a-ha in 1986, Peter Gabriel in 1987, Madonna in 1998), and unfortunately (for those who wanted their faves nominated) this was Gaga's year on account of the great videos she's put out.
