I prefer Hilary to Miley, especially since I was in 5th grade when Lizzie McGuire was at it's peak, but Miley has been far bigger than Hilary ever was. I'm surprised Hilary is even as high as she is, to be honest.
Also, I'm incredibly surprised Alicia Silverstone wasn't on the list. Granted she was barely a teen when she did Clueless, but she was huge during that time.
