The challenge was to find a topless shoot pic, or the closest to it. Shakira's wearing a top, but that's the closest to this challenge. Also, their pictures aren't bad, they're just getting the off votes because they're not completely topless.
Shakira never went topless, it's not my fault that my gurl is not a ****. Anyway, if we go by that Shakira looks lot better than Hilary Duff. Halle berry looks terrible.
