Yes, they are, but not by much. The top song on Mediabase may have 125-135 mill, while Billboard may have 120-130 mill.
California Gurls - 68.847+269.000=337.847
OMG - 127.920+227.000=354.920
"OMG" looks to have the number one spot again this week. "California Gurls" is still too far behind in airplay, and it can't have any streaming points since there is no music video. "Airplanes" has 93.330 in airplay. In sales, it would need about 262,000 copies to take the top spot. I'm assuming that it is number two on the digital charts since "California Gurls" is number one and "OMG" is number three. So, it is possible he sold that much, but I'm thinking it was more in the 240-245 range, which would be enough to earn it the number three spot on the Hot 100. Possibly number two if it is on the highest end of that range.
