GaGa made TFM available seperate as well because of the economy. She said it would be cheaper for her fans who didn't want to buy the entire deluxe version or for her fans that had already bought TF.

The point is that had Michael lived, we would have probably seen a collaboration between him & GaGa

A while ago when asked about it in an interview she explained that she see's it as the third time that she's working on new music so that's why she says that.
